Naegi assumes the battlefield as a class trial.

Marks the enemy for 10 seconds.
Basic attacks against the target have a 15% chance of spawing a "Wrong statement" and a 85% chance of spawing a "Right statement." Also spawns a statement every 1.5 seconds.
Only up to 8 statements may be present at the same time.
Some of Naegi's skills benifit from the statements.

*Levels at level 10 and 20.
*Exceeding the amount will destroy the earliest spawned statement to make way for the new statement.

1st Skill Verbal Bullet
Naegi fires off a verbal "bullet" at the enemy, startling them for a while.

Deals damage in a line. Target suffers a 1 second silence.
Verbal Bullet deals an increased 10% damage for every wrong statement the target has. Upon dealing damge with the increment from the wrong statement, also adds a "Statement refuted" status effect. Stacks up to 5 times. Each stack lasts for 15 seconds.
If the enemy has 3 wrong statements, the cooldown of this ability refreshes.

Level 3 - 750 damage.
Level 4 - 1000 damage.
Level 5 - 1250 damage.

2nd Skill Careful Deduction
Naegi analyzes the clues he has in order to come to a conclusion.

Creates a chain between Naegi and the target for 4 seconds. Target is slowed while the chain holds.
If the chain is not severed after the duration, the target recieves damage, is rooted in place for 2 seconds, and adds 2 wrong statements (Not counted on the max amount.) for 5 seconds.
For every wrong statement the target has, the delay time is decreased by 1 second.

Level 1 - 200 damage. 20% slow.
Level 2 - 400 damage. 25% slow.
Level 3 - 600 damage. 30% slow.
Level 4 - 800 damage. 35% slow.
Level 5 - 1000 damage. 40% slow.

Due to his apparent luck, Naegi was transferred to the famous school, Hope's Peak Academy.

Increases critical and evasion chance. Stacks with critical chance and evasion items.

Level 1 - 4% increment/decrement. 10% crit chance and 5% evasion chance.
Level 2 - 8% increment
/decrement. 14% crit chance and 8% evasion chance.
Level 3 - 12% increment
/decrement. 18% crit chance and 11% evasion chance.
Level 4 - 16% increment
/decrement. 22% crit chance and 14% evasion chance.
Level 5 - 20% increment
/decrement. 26% crit chance and 17% evasion chance.

Ultimate Killshot
Naegi fires a verbal bullet that ultimately proves the target as guilty.

Deals universal damage to a single target.
For every "Statement Refuted" status the target has, Killshot deals an additional 500 universal damage.
If the target has 3 "Statement Refuted" status, a 'Break' commences, dealing 50% of the total universal damage in a 650 AoE and stunning all enemies affected for 1.5 seconds. Target is not affected by the AoE damage.

CD reduction, as far as I know, is not doable by conventional means. Not that I'm an expert or anything.
W:
What do you mean by 'delay time'? Chain duration?

Overall, the statement concept is quite new, but keeping count of these statement may be quite a pain.

Default:
Either a Right or Wrong statement is spawed (statement spawing this way also receives the increment/decrement from his 3rd skill). I was thinking that these statements are unclickable, immobile, and non-blocking units (Like the locust in the nerubian hero's SS). Forgot to add limits X_X


Q:
Changed the mechanics.

W:
Chain duration is 4 seconds (As stated in the tooltip). Decrease in delay time means if the target has 2 wrong statements, then instead of 4 seconds the chain will hold only for 2 seconds before breaking to deal damage.

-Lowered additional damage from 750 to 500.
-Changed the required amount of "Statement refuted" status for "Break" from 2 to 3.

Ooh, just got started on this. The anime is pretty interesting but I like to play the game someday.

Anyway, does he need to put in MS and BAT?

What about making his ultimate rather "Mashinegun Talk Battle", than the killshot? It would make more sense + AoE type of skill is possible... You see, this spell is quite weak for a single target Ultimate =|

@Fikwriter
While 3k damage for a single target ultimate seems weak, the other effects make it strong IMO.

1st, it is universal damage.
2nd, it has a 1.5 second stun, which becomes an AoE stun which is kind of cool.
3rd, I wanted Naegi to be a 1v1 hero so an AoE SS is not viable. The AoE on his current SS is more of an added bonus when you actually try to fully use his kit.
4th, Just like the earlier statement, using his kit to the fullest will enable you to dish out more damage since stacking the "statement refuted" will add bonus UNIVERSAL damage.

Also, with a No-cd 1st skill(If you are lucky enough to always get wrong statements) his damage and disable is further amplified.

Not wanting to rain down on your parade but I suggest you wait for the new version to come out, then work again on the concept.
