Finally found the new stats so in order to not confuse others and possibly assist newbie users who want to suggest a character, I mixed up the stats of the old date and the present date. But I doubt its going to be useful.

I threw away the old suggestion of mine since it was beyond salvation (deletion request?). And now here I am with a new one. I doubt its better than the old one.

Edit 1 - add - I figured this attempt of mine to be creative or to be original would lead to a failure.

Hero Name: Great Ice Fairy Cirno

Anime: Touhou Project

Background Story: Cirno is one of the many fairies in Gensokyou, living nearby Misty Lake. Being an ice fairy, her abilities are focused on the manipulation of cold and she had improved herself. Although she is not the ‘strongest’ that she always boasts about, she could be classified as the strongest fairy in Gensokyou and is known to be strong enough to pose a challenge to Kirisame Marisa. Being a fairy, Cirno does not think much and prefers to head straight to a battle and charge recklessly. Her abilities however could be defined as crude and effective.

Cirno closes in the enemy and raises her arms. She then forms a giant hammer like weapon about several times larger then her and slams it into the enemy. A very powerful move that could knock out opponents. The Ice Crusher is particularly strong and good against a chunk of enemies.

Cirno heads towards her target then slams the weapon at the speed of 350
Attack Range- 300 (Once she uses the Great Crusher)

First Skill Truly the Strongest Passive

An ice fairy’s abilities is mostly connected to freezing. That’s why all of Cirno’s skills affect her enemies’ mobility. When an enemy is hit, they are slowed down by Cirno. However, this ice fairy chose every time to scream out she’s the strongest whenever she uses a skill.

Level 1 – All enemies hit by Cirno’s skill has their movement and attack speed reduced by 10% for 9 seconds
Level 2 – After skill use, all enemies within 450 AOE will attack Cirno, unless they are stunned or casting
Level 3 – All enemies hit by Cirno’s skill has their movement and attack speed reduced by 20% for 9 seconds
Level 4 – When using Second Skill, doubles effect of healing. When using Ulti Skill, increases final damage to enemies that are affected by cold effect.
Level 5 – All enemies hit by Cirno’s skill has their movement and attack speed reduced by 30% for 9 seconds

Second Skill Frost Sign 'Cold Essence Active
Damage Type - Magic
Spell Type – Instant
Target – Non-allied target, non-allied hero, self
Casting Point – 0.8 sec

Cirno raises her arms at a target and freezes them, encasing them in a round block of ice. Although most of Cirno’s enemies easily graze this attack, there were a few victims that were willing to state how it felt being trapped. Unable to move, to attack, they were trapped there until the ice block thawed out. Cirno was known to used this on allies when she wanted to fight someone herself.

Health Regeneration only applies when target is frozen, once enemy is not frozen, healing would be gone

Level 1 – Damages enemies around target by 250. Protects the main target from 600 damage. If target was ally or Cirno, would heal them by 15 hp for each second. (30 hp if Second Skill is above Level 4)
Level 2 – Damages enemies around target by 500. Protects the main target from 1200 damage. If target was ally or Cirno, would heal them by 30 hp for each second. (60 hp if Second Skill is above Level 4)
Level 3 – Damages enemies around target by 750. Protects the main target from 1800 damage. If target was ally or Cirno, would heal them by 45 hp for each second. (90 hp if Second Skill is above Level 4)
Level 4 – Damages enemies around target by 1000. Protects the main target from 2400 damage. If target was ally or Cirno, would heal them by 60 hp for each second. (120 hp if Second Skill is above Level 4)
Level 5 – Damages enemies around target by 1250. Protects the main target from 3000 damage. If target was ally or Cirno, would heal them by 75 hp for each second. (150 hp if Second Skill is above Level 4)

Like from the Great Fairy Wars, Cirno can freeze a small area around her. Although it can freeze mostly anything, the power is very short ranged. Weak on its own, following up another skill usually deals more damage. Cirno can make use of this if an enemy is too close and is more focused on weakening enemies.

Cirno`s most powerful attack. A much more powerful version of her default skill. She scatters danmaku covered by cold mist in an area and lets them float around, dealing light damage for each 0.5 sec to an enemy in the area. She then freezes everything, negating her own danmaku and freezing everything in the area, trapping herself and the enemies.

After attack subtracts 5% of Cirno`s health.
First Attack lasts 2 seconds followed by Second attack that lasts for 1 second
AOE is 550
All enemies caught in the first part of the attack has their movement speed lowered by 30% until they leave the area or the attack ends
Cirno is invulnerable during the spell
Iceberg effect would freeze everyone including Cirno for 0.8 second.


Level 1 – First Attack deals 100 damage each 0.5 sec. Final damage deals 1400 damage.(+700 to enemies with cold buff)
Level 2 – First Attack deals 200 damage each 0.5 sec. Final damage deals 2800 damage.(+1400 to enemies with cold buff)
Level 3 – First Attack deals 300 damage each 0.5 sec. Final damage deals 4200 damage(+2100 to enemies with cold buff)

Total Damage – 1800/3600/5400
Cooldown – 120/115/110

And IMO, xud've changed name skill from strongest baka to "Eye'm the Strongest" and make it a default skill instead of 3rd.

Changed the name and applied the Nineball feature.

But if I turn the Third Skill into a Default Skill, well Ciruno would have 2 nuke abilities. Can't have nukes on all abilities right?

Any suggestion on the third one? Should I just change the Default skill into a Third Skill despite having three nukes (And slightly becoming like Reimu)? Or should I avoid changing it?

well, all I can say is, that 3rd skill of urs is more fitting for the term "default" than "1st" or "2nd" or "3rd" or "999th" skill.

and I admire u using Cirnope's idiocy for the skill but the negative effect of "Eye'm the Strongest" is a little out of place IMO. well, im not prozorz at this anyway

_Default skill : For a frosty skill, damage type piercing is weird, shouldn't it be magic? From what you've stated, it freezes and -armor for 4s?
_1st skill : It takes too long. Both parties are disabled for 4s (dafuq), and Cirno disables herself when it's done too?
_2nd skill : Again with the damage type. What's wrong with people and disabling themselves? Unless it's for a good reason, Cd should be lowered with leveling instead of the other way around. With that said, slow's scale should be reworked.
_3rd skill : Does the effect from lvl 1/5 stacks with itself and/or with 2/4 and/or 3? Same goes for 2/4 and 3. Also, -3/-6 armor for 35/70% evasion is too gay. What's the chance for 3 to slow?
_Ultimate : AGAIN WITH PIERCING. OMFG WAI. Oh and 9s stun/freeze ? No.

Too much time spent disabling herself for no good reason at all (OP reasons are excluded, such as Ulti with 9s stun/freeze, which is totally achievable with a Miku or Reimu.)

I wish to change it to Passive but for now I'll wait for more info about change. Okay I'll shorten that part.

Default Skill

Good point. I'm changing it then. By I meant freeze, it would be like the stun-effect. Except for the enemy's frozen. Wait, Imma go change all those freeze into stuns then

First Skill

Changed the first skill. I'm sure it needs more work but I'll leave it for that now and wait for more feedback about the new ability.

Second Skill

I always thought that Pointy Icicles pierce through your bodies instead of magically exploding. Changed the cooldown to a much more normal one. I was attempting to copy the Howling's slow effect where the enemies hit would be slowed down, but I guess I'll have to scrap that idea.

Third Skill
Details included. Changed 2 and 4. Effects do not stack.

Ulti-Skill
Edited the damage and removed the freeze/stun and slow effect. Also changed it to a silence spell but should it be removed?

What else should be edited?

- Gains invulnerability
- AOE Damage

Fini Simple Summary


Default Skill - Change it to Icicle Fall?

Should I change the Second Skill so that if enemy targeted would receive more damage then the ones around it? If target is ally healing - Should I lower the healing?

Should I lower Ulti Damage and make the reincarnation ability in there? While casting said ability, if Cirno is killed will revive with full hp?
