HERO NAME:
Train Heartnet the Chronos Numbered 13

Train Heartnet is an ex-eraser who worked for the secret organization called CHRONOS. Two years before the start of the manga, he meets Minatzuki Saya, a sweeper who seemed to take an interest in him. Spending time around her, she managed to crack his hard outer shell and talk to the person inside, which led to his eventual departure from CHRONOS. His Ex-Partner, Creed disliked the changes in him and killed Saya in an attempt to revert him back into his previous self.
Train is currently employed as a sweeper.

-------
Cooldown: 15 seconds.

-------------------------------------------------------------

Spellbook
Name: Sven's Variety of Special Bullets
Sven Vollfied, Train's partner goes through the trouble of making him 'special bullets' for Hades. They are usually abnormal, but extremely useful on missions, and are utilized in situations where normal bullets just don't do the trick.

Level 1 - Allows the use of 'Sleeper Bullet'.
Name: Sleeper Bullet
This bullet was used when Train and Sven performed a frontal assault on the Torneo Estate, where one of the bounty conditions was that no deaths were allowed. The bullet has a blunt end and explodes on contact with the target, releasing sleeping gas to put them under.

Stuns the target for 3 seconds when used.

Level 2 - Allows the use of 'Napalm Bullet'.
A bullet that was never demonstrated due to a lack of reliable use, as Train is a sweeper and did not require lethal tactics until he fought with the Messengers of The Stars, and by then one of his opponents would have been able to nullify it, making it useless at the time. On contact with the target, it exploded into napalm, coating the target in it.

Deals 500 initial damage, deals 100 damage per second afterwards for 5 seconds afterward.
Slows the target.

Level 3 - Allows the use of 'Liquid Nitrogen Shell'.
A bullet shown against Gyazo, a taoist who used his chi to make his body impossibly strong and durable to the point that not even the mighty 'burst bullet' did much more than making a flesh wound. To counteract this, Sven Vollfied created a bullet for Train that released liquid nitrogen on contact with the target, freezing them over entirely.

Freezes the target in ice, dealing 700 initial damage and 200 damage per second for 7 seconds.
The target is frozen for four of those seconds.

Level 4 - Allows the use of 'Burst Bullet'.
A bullet created for Train by Sven early on, only a few were ever made. The most notable use of it was against Train's first battle with Creed, two years after Saya died. It contains a powerful explosive and was able to almost completely blow apart Creed, who had strengthened his body with Chi.

Converts 70% of Train's current hp into chaos damage, stunning for 2 seconds.
Train's Movement and Attack speed is halved for 5 seconds

Level 5 - Allows the use of 'Orichalcos Bullet'.
Only three of these were ever confirmed to have been made. These are special bullets designed for fighting Messengers of The Stars, specifically members like Kirisaki Kyoko and her partner, who was able to manipulate heat and blood respectively. These bullets are ultrapowerful due to being made of Orichalcos, like all of the Chronos Numbers weapons.

Converts Train's mana into damage and multiplies it by his current level.

-------
Cooldown: 20 seconds. Twenty five by level three. Thirty by level five. (global cooldown).

---------------------------------------------------------------
Active
Burst Railgun
Single-Target
This is Train's strongest attack. Train is also able to use Sven's specially made bullets with the Railgun, as shown when he uses the Railgun to fire a Burst Bullet. He uses this to defeat Creed. However, the combination of the cells in Train's body as well as the raw strength of the bullet is able to destroy the orichalcum barrel of Hades. Due to Train's condition at the time of finishing Creed off with this technique, the energy put into the attack also deprives him of his nanomachines, thus, he loses the usage of his Railgun ability at the end of the manga series.

Converts 99% of train's total hp (hp will always be left at one percent, no matter how low it was before using) into chaos damage. All skill cooldown (minus that of Railgun) are reset.

If Mana is full:
Converts mana x 3 into damage, and 99% of Train's total hp into damage, adding them together. Train has a 100% dodge rate for the following 3 seconds after the attack finishes.

--------
Cooldown
120 Seconds - Level 1
100 Seconds - Level 2
80 Seconds - Level 3

Wow, look at that stats growth. Freakin high.

BAT: Too fast. Do you realized just how fast 0.9 BAT is?
Damage Type: Usually Hero damage, cuz it's a HERO, right?
Black Claw: Standard farming spell, nothing much to say.
Black Claw(Single Target): Reduce armor to 0 for 25 seconds? srly?
Burst Railgun: So basically, if he doesn't kill anyone with it, Trains fucked.

I'll leave it to Sui for a better review on this.

Edited slightly to accommodate the above problems. And, yes, on 'Burst Railgun', it's designed to be a powerful attack that should only be used when the situation calls for it. Using it alot will result in Train getting fucked over, meaning it has a 'high risk' 'high payoff' double edged sort of thing going for it.

Ok then.
Speaking of which, specify how much mana Train has. It's not stated here.

Ahhh right, sorry about that. I forgot to tag that in while finishing the profile.
How does four hundred sound? If too high, three hundred?

Oh LoL players. I oppose to the stupid multifunction skills with billions of effects.

1. IIRC you cannot casually change a concurrent hero's damage type and attack type to that of a Pure damage's condition. You can, however, deal it as an additional source and negate the damage from the original attack that triggers it, but it would means that your attack modifiers would not work on said attack.
2. Why is 1 passive giving 2 different effects ? At what damage multiplication ratio is that crit?
3.You make it active or passive, not just casually granting both. No summoner's spell multi purpose effect spells in one skill.
4. You make it active or passive, not just casually granting both.
5. You cannot check for an unit's current armor.
6. I hope you realize that it deals 70% of a possible 20k HP as chaos damage. Or a more non-lethal way with its level 5 dealing 250*30=7500 damage.
7. You can't literally *halve* something that is continuously changing like MS and AS. You can give a % to it, but not that.
8. Ultimate is dumb. 99% of max HP with 1% sure HP is left means you can just use that for last resort during a clash to fully take another opponent down without sweat. The bonus mana damage is useless since you alr dealt 99% of 20k HP as damage.
