Fake Contractor
Contractors must undergo involuntary compulsion once they use their abilities. However, Hei being a fake contractor(spoilers), is believed to not be affected by this.

After the usage of "Complete Electron Construction", if Hei is at maximum mana, fire a second shock of electricity dealing 100x attack speed damage

Kuro Shinigami

Hei is feared as the Black Reaper. He strikes from the shadows, instantly killing his target without any falter and hesitation.

Passive, % chance to deal X each melee hit with a % chance to activate X after hit.
Level 1- 5% chance to deal (bonus Base damage bonus 5% chance to maximize movement speed for 1 seconds
Level 2- 10% chance to deal (bonus .25x Base damage) 10% chance to maximize movement speed for 1.5 seconds
Level 3- 15% chance to deal (bonus .5x Base damage) 15% chance to maximize movement speed for 2 seconds
Level 4- 20% chance to deal (bonus .75x Base damage) 20% chance to maximize movement speed for 2.5 seconds
Level 5- 25% chance to deal (bonus 1x Base damage) 25% chance to maximize movement speed for 3 seconds

(maximized move speed can be dispelled by other spell or passive effects)



Speed Burst

Hei is capable of moving at insane speeds, catching his opponent off guard and striking them down.

Line spell, rushes through targets dealing X damage stunning for X.

Level 1 - 400 damage, 1 second stun
Level 2 - 625 damage, 1.25 second stun
Level 3 - 850 damage 1.5 second stun
Level 4 - 975 damage 1.75 second stun
Level 5 - 1100 damage 2 second stun

Cool down - 25 sec
(dash range maybe 600-700?)

Cable Knife Throw

Hei's weapon of choice, his cable knife. A assassin knife connected to a powerful synthetic wire. He often uses his contractor ability to surge electrical impulses into his opponents.

Target spell, grabs a target at X range and holds for X amount of time dealing X damage.

Level 1 - 600 range, 1 second hold 50 damage every .25 seconds
Level 2 - 700 range, 1.5 second hold 50 damage every .25 seconds
Level 3 - 800 range, 2 second hold 50 damage every .25 seconds
Level 4 - 900 range, 2.5 second hold 50 damage every .25 seconds
Level 5 - 1000 range, 3.0 second hold 50 damage every .25 seconds

(cable knife damage is pure, not affected by armor)
(not channeling)
(locks target unit in place, silences target unit, stuns target unit)
(Hei moves to enemy X position - non blink, quickly slides hei to unit at max move speed *not invulnerable during the slide. Can be stunned)

Ultimate

Complete Electron Construction

Hei's contractor ability allows him to create electrons from zero-matter, and uses these electrons to conduct powerful electric currents.
These currents can ripple through contact with Hei or anything Hei is wielding/touching.

Single target, deals X damage and purge slows unit for X amount of time for X% MS and X% AS

Level 1- 2000 damage 50% MS reduction 50% AS reduction 3.5 second duration
Level 2- 3500 damage 65% MS reduction 65% AS reduction 5.5 second duration
Level 3- 4000 damage 75% MS reduction 75% AS reduction 7.5 second duration
(if at maximum mana, activate "Fake Contractor")
Cooldown- 120/100/80

ehhh srry. left it out cuz i thought u might want to add in the damage formulas o.o. well lemme fix that.

just put some detailed damage info and effect.

You have to put the dmg, so i can take notices on what skills are what, which is prior which is not.
Just some basic notes now:
1. The invi chances are too low, while if i remember correctly there're wards...
2. Hold, you mean stop right? 50% attack speed dps? I don't think it's gonna be effective.

well i left it at 50% AS dps cuz its not channeling so you can hit them with other stuff while they're locked o.O. Melee is pretty strong i this game from wat ive played even with damage protection and shield o.o

hmm once i make his models back there, sure gonna add him later..
though i'm still not watch darker than black yet..

I think innate spell is bit, unrealistic since hei kinda has emotions and isn't very rational unlike other contractors. Also i don't get the part why he gets armor.

Could you provide something like changelog for others to catch up with what you've changed?

Why don't you just put everything in tooltips as skill's level tooltips?

Default skill : So which skill uses mana? Do you know how huge 100 x Attack Speed is ? There are AS tomes...

1st skill : Huge damage bonus. Either reduce them or make them % of your actual damage. MS boost via buff? Can it be dispel/slowed?

2nd skill : AoE ? Stun in AoE or target?

3rd skill : It's like clockwerg's ulti or just some lolz target spell which blinks you in? 50% AS attribute as damage? Low.

Ulti : Obviously slow, since 7.5 secs stun is beyond gayness.

Which skill actually decrease mana?????????

1st skill : deal stat or damage? item/attributes included or not?

2nd skill : AOE?

3rd skill : It's like clockwerg's utli? How fast does he move in ? Why not 200 DPS or 100 DP 0.5s but 50 dp 0.25s ? There's no freaking difference.
